An additional two individuals are now in custody in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. They both remain in custody, the force said.

The arrests come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their suitcases after getting out of a parking garage elevator.

A three-year-old girl was among the injured in the event. Five people went to hospital for medical care and were later released.

Officers detained a man in his thirties for suspected theft and assault near the location. He has since been released pending further inquiries while inquiries continue.

Police were called at approximately 8:10 in the morning GMT following reports of several people hurt by an irritating chemical thought to be pepper spray.

The attack - which police said was a standalone incident and not considered an act of terror - caused delays to rail services and the temporary shutdown of the main airport tunnel and the T3 parking facility for a short time.
